Educational Qualification

  • Order of Study: Degrees must have been obtained following the $10\text{th} + 12\text{th} / \text{Diploma} + \text{UG} + \text{PG}$ stream.
  • Post-Specific Criteria:
    • Technical / Engineering Posts: Relevant B.E. / B.Tech degree (e.g., Mechanical, Electrical, Electronics, Instrumentation, Civil, Computer Science, Textile).
    • Finance / Accounts Posts: CA / ICWA / MBA (Finance) / Post-Graduation in Commerce/Economics.
    • Specialized Posts:
      • Veterinary / Research: B.V.Sc. / M.V.Sc. and valid registration with the TN State Veterinary Council.
      • Port Officer: Degree in Nautical Science with a valid Master of a Foreign-going vessel Certificate of Competency.
      • Reporters: Bachelor’s degree + Government Technical Examination in English/Tamil High-Speed Shorthand and Typewriting (Senior Grade).
  • Experience Requirement: Certain posts (such as Unit Head/DGM, AGM Projects, Deputy Managers, Regional Sthapathi) mandate between 1 to 20 years of relevant post-qualification experience.

Knowledge of Tamil

  • Candidates must possess adequate knowledge of Tamil on the date of notification (having passed SSLC/HSC/Degree with Tamil as a subject or studied in Tamil medium).
  • Those without it must pass the TNPSC Second Class Language Test (Full Test) within two years of appointment.

Physical & Medical Standards

  • Visual Standards: Standard I, II, or III visual acuity depending on the post. Defective color vision/night blindness is a disqualification for posts like Manager (Accounts), Assistant Director of Textiles, and Senior Entomologist.
  • Physical Fitness: Selected candidates must submit a physical fitness certificate issued by the competent medical authority at the time of joining.

Specific Eligibility Restrictions

  • Regional Sthapathi: Only persons professing the Hindu religion are eligible.
  • Prior Government Service: Non-reserved candidates with 5 or more years of regular government service are not eligible to apply (except for posts requiring experience).

Age Limit

Minimum Age: Candidates must have completed 21 years for all posts.

Maximum Age for “Others” (Unreserved):

Selection Process for CTSE Recruitment 2026

1. Written Examination (Computer Based Test – CBT)

The written exam consists of two papers totaling 510 marks (including the interview):

  • Paper I (3 Hours – 300 Marks):
    • Part A (Tamil Eligibility Test): 100 questions (SSLC standard) – 150 marks. This is a qualifying paper; you must score a minimum of 40% (60 marks) for Parts B & C and Paper II to be evaluated. (Exemption is available for eligible Differently Abled candidates).
    • Part B (General Studies): 75 questions (Degree standard).
    • Part C (Aptitude & Mental Ability): 25 questions (SSLC standard).(Parts B & C combined carry 150 marks).
  • Paper II (3 Hours – 300 Marks):
    • Subject Paper: 200 questions (Degree / PG Degree / Diploma standard depending on the post applied for).
  • Minimum Qualifying Marks for Selection:
    • 135 marks (out of 450 in Paper I Parts B & C + Paper II) for SC, SC(A), ST, MBC/DC, BC(OBCM), and BCM candidates.
    • 180 marks for “Others” (Unreserved).

2. Onscreen Certificate Verification

Candidates who secure the minimum qualifying marks in the written examination are shortlisted for onscreen document verification based on the rule of reservation:

  • Posts not requiring experience: Shortlisted in the ratio of 1:3 or 1:4.
  • Posts requiring experience: Shortlisted in the ratio of 1:10.
  • An expert committee appointed by the respective department verifies experience certificates.

3. Physical Certificate Verification & Interview

Candidates clearing onscreen verification are called for physical certificate verification followed by the Oral Test / Interview:

  • Interview Marks: 60 Marks (assesses personality, aptitude, general knowledge, and technical domain proficiency).
  • Call Ratio:
    • Where vacancies $\ge 5$: 2 times the number of vacancies.
    • Where vacancies $\le 4$: 3 times the number of vacancies.
    • Posts with single cadre strength: 3 candidates.

4. Final Ranking & Selection

  • Tie-Breaking Criteria:
    1. Candidate senior in age is ranked higher.
    2. If age is identical, higher score in the Written Examination takes precedence.
    3. If written marks are also equal, the earlier application submission timestamp (application number) decides rank.
  • Allotment / Appointment: Final selection is made strictly according to rank and the rule of reservation through counselling.

Paper I is 3 hours and Paper II is 3 hours. The Tamil Eligibility Test has a crucial 40% qualifying requirement (60/150). If a candidate fails to reach this mark, the other portions are not evaluated.
